Michael J. Malloy

Mr. Malloy founded NESCTC in 1997. Mr. Malloy is a decorated, career major crimes detective and supervisor. He has a distinguished career in law enforcement with over 20 years experience in investigating complex major criminal cases of national scope. This includes work in Rhode Island, other U.S. states in cross-jurisdictional efforts, and in Canada in a trans-national case. Mr. Malloy has lectured extensively on major crimes topics, including training detectives in state-of-the-art interrogation and investigative techniques. He is a former national security consultant to the U.S. Department of Housing & Urban Development (HUD), a private investigator in the states of RI, MA, and CT, and a law-enforcement training officer. Prior to founding NESCTC, Mr. Malloy was the Vice President of North East Security Consulting & Training, a national consulting firm. Mr. Malloy has received numerous awards and recognition for outstanding business practices from the U.S. Senate, U.S. House of Representatives and Rhode Island State Officials, as well as numerous citations and awards from law-enforcement agencies. Mr. Malloy graduated summa cum laude from Roger Williams University with postgraduate studies at New England School of Law. He is recognized as a scholar with lifetime membership in the Alpha Chi National Honor Society.

Keily D. Capellan-Malloy
Executive Vice President, Chief Financial Officer

Mrs. Capellan-Malloy graduated from the Universidad Autonoma de Santo Domingo and laid the foundation for her finance career while working as a Bookkeeper in the food service industry in the Dominican Republic. During this time, she received extensive outside instruction and training from her father who served as Chief Auditor of Reserva Bank in the Dominican Republic. Mrs. Capellan-Malloy helped navigate NESCTC through the startup process, directly managing payroll, accounts receivable, accounts payable and credit management, as well as all bookkeeping functions. As business grew, Mrs. Capellan-Malloy recruited, hired and trained staff to handle day-to-day finance functions and in 2000 assumed her role as Chief Financial Officer.

John H. Hersum, Esq., CPP
VP, Strategic Planning & Business Development / General Counsel

Mr. Hersum has over nine years of experience in asset protection, loss prevention and corporate global/security. Prior to joining NESCTC, Mr. Hersum managed global security for a Massachusetts-based, multinational corporation, which included design, development, implementation and oversight of global security for all subsidiaries in the United States, Canada and United Kingdom, and 70,000 employees traveling worldwide. Mr. Hersum is a Certified Protection Professional (CPP), member of the U.S. Department of State Overseas Security Advisory Council (OSAC) and member of the American Society of Industrial Security (ASIS). Mr. Hersum is also a lawyer with ten+ years of legal experience in criminal and civil litigation, and transactional and corporate law where he has negotiated and drafted multi-million dollar agreements on behalf of both internal and external clients. Mr. Hersum is certified in project management and project leadership by CH2MHill and PCI Global, earned academic honors at both undergraduate and law school levels. Mr. Hersum also oversees operations, human resources, Marketing and legal functions for NESCTC.

Philip A. Nunez, CCNA
IT Director / Chief Information Officer

Mr. Nunez is a Cisco Certified Network Administrator and an expert in all aspects of Network Security. Mr. Nunez graduated from New England Tech and soon after Roger Williams University especializing in Computer Information Systems. Mr. Nunez has been working in the IT Network Security Industry well over 20 years. Before joining NESCTC, Mr. Nunez was a Network Administrator for a billion-dollar multinational transaction company providing network solutions, application commercialization and infrastructure support for lottery systems worldwide. He is currently responsible for NESCTC's IT Infrastructure / communications and network security. Mr. Nunez is also responsible for all IT requirements, development, implementation and adoption of technology solutions. Mr. Nunez has extensive experience with security systems, operating requirements, Central Software and managed networks for commercial customers. He is also a Microsoft Certified Systems Administrator.

Diogenes S. Capellan
Assistant Vice President, Finance

Mr. Capellan has been with NESCTC from inception. His understanding of the business and dedication to excellence has fostered his growth and responsibility with the company. Through his position as Assistant Vice President of Finance, Mr. Capellan's detailed knowledge of the business creates an all-important layer of billing integrity for Clients. Mr. Capellan is a graduate of the Community College of Rhode Island and is working on his Bachelor's degree at Rhode Island College.
